Balloon help aka tooltips

Someone have posted Martin Lemburg's balloon help extension to Tcler's Wiki and wrote that I'm author of the code.

I've written my own balloonhelp extension way back in 1997, but it was quite another code

OK, said I, if it is my code, I would maintain and enhance it. Especially because I've needed tooltip extension for my work.

So, here is my balloon help oackage and its manpage.
